בשנה זו תסתיים כהונתם של ארבעה חברים בחבר הנאמנים, שנבחרו על־ידי הקהילה וארגונים שותפים [1]. חבר הנאמנים מזמין את התנועה כולה להשתתף בתהליך הבחירות של שנה זו, ולהצביע כדי למלא את מקומם של הפורשים.

[[m:Special:MyLanguage/Wikimedia Foundation elections committee|ועדת הבחירות]] תפקח על התהליך בעזרתם של עובדי הקרן [2]. ועדת הניהול (Governance Committee) של חבר הנאמנים הקימה קבוצת עבודה לבחירות, הכוללת נאמנים שאינם יכולים להציג מועמדות בבחירות 2024 לנציגי הקהילה והארגונים השותפים. בקבוצת העבודה חברים דריוש ימלניאק, נטליה טימקיב, אסרא א־שאפעי, קתי קולינס ושני אבנשטיין סיגלוב [3]. משימתה של הקבוצה לפקח מטעם חבר הנאמנים על תהליך הבחירות ולהעביר מידע לחבר הנאמנים. פרטים נוספים על תפקידיהם של ועדת הבחירות, חבר הנאמנים וסגל העובדים אפשר לקרוא כאן [4]. 

להלן המועדים החשובים המתוכננים:

*  מאי 2024: קול קורא להצגת מועמדות ולשאלות

== בחירת בירוקרט חדש ==

היקף הפעילות כאן לא גדול כמו ויקיפדיה העברית ובכל זאת אפשר לשים לב שחשוב שיהיה כאן בירוקרט במשרה מלאה שכן [[משתמש:Rotemliss]] לא ערך כאן למעלה משנה ועל פי הנוהל היבש, אמורים להסיר לו את ההרשאות. 
במעלה הדף אפשר לראות שהיה כאן לראשונה מקרה הסרת הרשאות דחוף במיוחד שחיכה מחודש ינואר (!) שכן לא הצטבר רוב להסרת ההרשאות לפי הנוהל לבקשת ההסרה מדייל חיצוני במטא.
חשוב לי לשמוע את דעתכם ולבדוק האם יש כאן מישהו שירצה לקחת עליו את התפקיד?
דרך אגב, המצב הנתון הוא שיש כרגע מלבדו רק 2 מפעילי מערכת פעילים ואנצל את הדיון לשאול גם אם יש מי שירצה לקחת על עצמו להיות מפעיל מערכת.

:* לצערי, הקהילה בוויקיספר קטנה וכרגע אינה פעילה ביותר (הפעילות עולה ויורדת לאורך השנים), וכך גם לגבי חלק ממפעילי המערכת כאן. אני סבור שהנושא החשוב ביותר הוא שכל אחד שיכול לתרום למיזם, יתרום לו – ושכל אחד שאמין מספיק להתמנות כמפעיל מערכת ולהילחם בהשחתות, ייקח על עצמו את התפקיד (ולכן, אני מצטרף לקריאתך להצעת מפעילי מערכת נוספים).
:* אני בהחלט אשמח למנות ביורוקרט (או ביורוקרטית) חדשים – בתנאי כמובן שהם יזכו לאמון הקהילה, יהיו אמינים לחלוטין (עם עדיפות להוכחת אמינות במיזמים אחרים עם קהילה גדולה יותר, וכמובן, להעדר עבר בעייתי במיזמים אחרים), ויהיו מוכנים לקחת אחריות לאורך שנים. בהחלט יש עדיפות לביורוקרטים פעילים ומעורים בקהילה.

:* לגבי דיון הסרת ההרשאות שנפתח בינואר – הסרת הרשאות '''אינה נכללת''' בסמכות הביורוקרט, ולכן, לצערי, אין לי סמכות לעזור בה באופן מיידי או משמעותי, אף לא במקרים דחופים כמו זה. במקרה הספציפי שתואר כאן, אני הייתי כמובן מסיר מיידית את ההרשאות אילו זה היה בסמכותי (בהתחשב בבקשת המשתמשת ובנסיבות שאופפות את הנושא) – אך כיוון שאין לי סמכות לכך, וכיוון שמדובר במקרה בעייתי ורגיש, השתדלתי לטפל בו באופן דיסקרטי (טיפול שלצערי לא הצליח), ומעבר לכך לא היה לי שום יתרון בטיפול בנושא על פני משתמשים אחרים (ואכן, [[משתמש:מקף|מקף]] לקח את היוזמה, פתח את ההצבעה במזנון, הגיש את הבקשה להסרת ההרשאות במטא וקידם אותה עד לביצועה בידי הדיילים, ועל כך אני מודה לו; מיותר לציין שהייתי גם מוסיף את הצבעתי בעד הסרת ההרשאות אילו הייתי מקבל הודעה או תיוג על ההצבעה בטרם סיומה). אכן קיוויתי לטפל בנושא הזה בעצמי מוקדם יותר בצורה דומה לפעולות שביצע [[משתמש:מקף|מקף]] בסופו של דבר – אבל, לצערי, כיום אינני יכול להעמיד בעדיפות גבוהה נושאים שכל משתמש אחר יכול לבצעם (להבדיל מנושאים שבהם יש צורך שאשתמש בסמכות הביורוקרט, שלהם כן אתן עדיפות גבוהה), בפרט כשלא קיבלתי שום פנייה נוספת לגביהם.
:* לגבי הטענות על אי-מענה לתיוגים – הטענות אינן ברורות. התיוגים היחידים שלהם &quot;לא עניתי&quot; היו מהימים האחרונים (אחד בדיון הסרת ההרשאות, שכאמור אינו בסמכותי וממילא טופל בידי הדיילים ביום שלאחר התיוג; ושניים בדיון הנוכחי, שלהם אני עונה כעת). (אני מדגיש שלגבי &quot;תיוג&quot; קודם בדיון הסרת ההרשאות, אכן פעלתי בנושא באופן דיסקרטי כפי שהיה ראוי בעיניי במקרה הזה בנסיבות שהיו אז (בפברואר) – ואני מוסיף שפעולה פומבית מצדי לא הייתה מוסיפה דבר, כיוון שאין לי שום סמכות מיוחדת בנושא הסרת הרשאות מפעיל.) אינני יכול להבטיח לענות לתיוגים (אם כי אני משתדל להיכנס ולהסתכל עליהם מפעם לפעם, ואם אראה תיוג שמופנה אליי, אשתדל לטפל בו; את התיוגים מהימים האחרונים טרם ראיתי עד עכשיו), והדרך הבטוחה לקבל מענה ממני היא מייל (ראו להלן).
:* לגבי הטענות על אי-טיפול בהשחתות פוטנציאליות – זה אינו תפקיד הביורוקרט, אלא תפקיד מפעילי המערכת ומנטרים אחרים. לדאבוני אינני יכול לקחת על עצמי את האחריות לטיפול בהשחתות (למעט מקרים דחופים שמישהו מודיע לי עליהם במייל), אבל אשמח לסייע לכל מי שיכול לקחת על עצמו את הטיפול בנושא (כולל במתן הרשאות למי שעומד בתנאים ומקבל את אמון הקהילה).
:* לגבי הטענות על העדר פעילות – אכן, צר לי על כך. בשלב הנוכחי אני עמוס מאוד ונאלץ לצמצם את פעילותי למקרים שבהם קיבלתי בקשות במייל שאני יכול לעזור בהן כביורוקרט. אשר ל[[meta:Admin activity review|מדיניות הגלובלית לגבי פעילות מפעילים]] שהוזכרה כאן, הרי אם אינני טועה, היא מדברת על אי-פעילות מוחלטת במשך שנתיים (בשונה מהמקרה שלי). בכל מקרה, אני מקווה להגדיל מחדש את מספר עריכותיי, אבל אני לא יכול להתחייב לכך בשלב הנוכחי. מה שאני כן יכול להתחייב אליו, הוא לטפל בנושאים שיובאו לתשומת לבי.

:תודה לך על רוח ההתנדבות שגילית ועל הרצון לתרום למיזם. יחד עם זאת, מצער אותי שבחרת להגיש בקשה למינוי (לקבלת שתי (!) הרשאות בו־זמנית) ישירות ל[[meta:Steward requests/Permissions#רונאלדיניו_המלך@hewikibooks|מטא]] ולא לקהילה (ויודגש שלפי ההנחיות המופיעות שם, חובתך לפתוח דיון כאן במזנון המקומי של ויקיספר '''לפני הכל''' – ומתפקידי כביורוקרט לטפל בבקשותיך; עוד מצער שגם לא עדכנת את הקהילה או אותי בבקשה הנפרדת שהגשת במטא, ושלי נודע על הבקשה במטא רק ממייל שקיבלתי מדייל), וכן מצער אותי שבחרת לשלוח לי שני מיילים והודעות רבות בדפי השיחה, וגם כאן במזנון ובעמודים רבים אחרים, בפרק זמן של פחות מ־15 שעות. לצערי, ההתרשמות שלי מהמהלכים שבחרת לעשות כאן בענייני הרשאות, מהקישור שבחרת לבצע ביניהם, ממה שנראה כניסיון לעקוף גם את הקהילה וגם אותי ולפנות ישירות לדיילים במטא, ומהתלהבות היתר שגילית בעניין זה, כולל הודעות ובקשות כפולות ומשולשות באותו נושא בהפרש זמן אפסי – אינה התרשמות חיובית. זו לא התנהגות מקובלת, וזו לא התנהגות שמובילה לקבלת הרשאות. Hi! I’m checking files licensed GFDL across all wikis and I have noticed that the [[:w:en:Wikipedia:Image license migration]] is not completed here.

Also GFDL is not a good license for media files so I suggest to remove it from [[מדיה ויקי:Licenses]] and replace it with [[תבנית:Cc-by-sa-4.0]] instead. It will not affect files allready uploaded.
 
I also noticed that the license templates are substed. I think it is not a good idea to subst the license templates. All other wikis do not subst and it is much harder to copy files to Commons if templates are substed. 
 
If the uploaders are still active they can help check their own uploads and perhaps relicense the files from GFDL to GFDL+ Cc-by-sa-4.0. As I see it *1 and *5 are the same. They both add [[Template:שימוש חופשי]] (PD-self). So I suggest to remove line *5.
 
Line *2 add [[Template:שימוש חופשי עם קרדיט]] (GFDL) and as it is not it is the suggest license for files where creator would like to be credited. If someone would like to be credited they should use [[Template:Cc-by-sa-4.0]] instead. So I suggest to change line 2 to use Cc-by-sa-4.0.
 
If you can’t remove GFDL without a vote then I suggest to change line 6 to GFDL if someone really wants to use that but to add “(not recommended)”.
 
Line *4 is for fair use but there is a section below for fair use. So I suggest to remove that line. Also I think it adds [[Template:שימוש הוג]] that does not seem to exist.

But make sure to check because text that is not left to right is a challenge for me. And also the *1 etc. should be changed back to **.

Actually *3 add [[Template:קובץ חופשי]] and that is not a good template because it does not specify why the file is public domain. But to fix that a number of templates that are more specific. The number depends on which kind of files are uploaded. If it is because copyright expired you need a template like [[:w:Template:PD-old]] but there could be many other reasons. So instead of making a lot of templates it is important to make sure that uploader explain why the file is not copyrighted.

Hello. A policy regarding the removal of &quot;advanced rights&quot; (administrator, bureaucrat, interface administrator, etc.) was adopted by [[:m:Requests for comment/Activity levels of advanced administrative rights holders|global community consensus]] in 2013. According to this policy, the [[:m:stewards|stewards]] are reviewing administrators' activity on all Wikimedia Foundation wikis with no inactivity policy. To the best of our knowledge, your wiki does not have a formal process for removing &quot;advanced rights&quot; from inactive accounts. This means that the stewards will take care of this according to the [[:m:Admin activity review|admin activity review]].

We have determined that the following users meet the inactivity criteria (no edits and no logged actions for more than 2 years):

These users will receive a notification soon, asking them to start a community discussion if they want to retain some or all of their rights. If the users do not respond, then their advanced rights will be removed by the stewards.

Hi all! We have good news to share regarding the ongoing problem with graphs and charts affecting all wikis that use them.

As you probably know, the [[:mw:Special:MyLanguage/Extension:Graph|old Graph extension]] was disabled in 2023 [[listarchive:list/wikitech-l@lists.wikimedia.org/thread/EWL4AGBEZEDMNNFTM4FRD4MHOU3CVESO/|due to security reasons]]. We’ve worked in these two years to find a solution that could replace the old extension, and provide a safer and better solution to users who wanted to showcase graphs and charts in their articles. We therefore developed the [[:mw:Special:MyLanguage/Extension:Chart|Charts extension]], which will be replacing the old Graph extension and potentially also the [[:mw:Extension:EasyTimeline|EasyTimeline extension]].

After successfully deploying the extension on Italian, Swedish, and Hebrew Wikipedia, as well as on MediaWiki.org, as part of a pilot phase, we are now happy to announce that we are moving forward with the next phase of deployment, which will also include your wiki.

The deployment will happen in batches, and will start from '''May 6'''. Dear Wikimedia Community,

The [[m:Wikimedia Foundation Community Affairs Committee|Community Affairs Committee (CAC)]]  of the Wikimedia Foundation Board of Trustees assigned [[m:Wikimedia Foundation Community Affairs Committee/Sister Projects Task Force|the Sister Projects Task Force (SPTF)]] to update and implement a procedure for assessing the lifecycle of Sister Projects – wiki [[m:Wikimedia projects|projects supported by Wikimedia Foundation (WMF)]].

A vision of relevant, accessible, and impactful free knowledge has always guided the Wikimedia Movement. As the ecosystem of Wikimedia projects continues to evolve, it is crucial that we periodically review existing projects to ensure they still align with our goals and community capacity.

Despite their noble intent, some projects may no longer effectively serve their original purpose. '''Reviewing such projects is not about giving up – it's about responsible stewardship of shared resources'''. Volunteer time, staff support, infrastructure, and community attention are finite, and the non-technical costs tend to grow significantly as our ecosystem has entered a different age of the internet than the one we were founded in. Supporting inactive projects or projects that didn't meet our ambitions can unintentionally divert these resources from areas with more potential impact.

Moreover, maintaining projects that no longer reflect the quality and reliability of the Wikimedia name stands for, involves a reputational risk. An abandoned or less reliable project affects trust in the Wikimedia movement.

Lastly, '''failing to sunset or reimagine projects that are no longer working can make it much harder to start new ones'''. When the community feels bound to every past decision – no matter how outdated – we risk stagnation. A healthy ecosystem must allow for evolution, adaptation, and, when necessary, letting go. If we create the expectation that every project must exist indefinitely, we limit our ability to experiment and innovate.

Because of this, SPTF reviewed two requests concerning the lifecycle of the Sister Projects to work through and demonstrate the review process. We chose Wikispore as a case study for a possible new Sister Project opening and Wikinews as a case study for a review of an existing project. Preliminary findings were discussed with the CAC, and a community consultation on both proposals was recommended.

=== Wikispore ===

The [[m:Wikispore|application to consider Wikispore]] was submitted in 2019. SPTF decided to review this request in more depth because rather than being concentrated on a specific topic, as most of the proposals for the new Sister Projects are, Wikispore has the potential to nurture multiple start-up Sister Projects.

After careful consideration, the SPTF has decided '''not to recommend''' Wikispore as a Wikimedia Sister Project. Considering the current activity level, the current arrangement allows '''better flexibility''' and experimentation while WMF provides core infrastructural support. 

We acknowledge the initiative's potential and seek community input on what would constitute a sufficient level of activity and engagement to reconsider its status in the future.

As part of the process, we shared the decision with the Wikispore community and invited one of its leaders, Pharos, to an SPTF meeting.

Currently, we especially invite feedback on measurable criteria indicating the project's readiness, such as contributor numbers, content volume, and sustained community support. This would clarify the criteria sufficient for opening a new Sister Project, including possible future Wikispore re-application. However, the numbers will always be a guide because any number can be gamed.

=== Wikinews ===

We chose to review Wikinews among existing Sister Projects because it is the one for which we have observed the highest level of concern in multiple ways.

Since the SPTF was convened in 2023, its members have asked for the community's opinions during conferences and community calls about Sister Projects that did not fulfil their promise in the Wikimedia movement.[https://commons.wikimedia.org/wiki/File:WCNA_2024._Sister_Projects_-_opening%3F_closing%3F_merging%3F_splitting%3F.pdf &lt;nowiki&gt;[1]&lt;/nowiki&gt;][https://meta.wikimedia.org/wiki/Wikimedia_Foundation_Community_Affairs_Committee/Sister_Projects_Task_Force#Wikimania_2023_session_%22Sister_Projects:_past,_present_and_the_glorious_future%22 &lt;nowiki&gt;[2]&lt;/nowiki&gt;][https://meta.wikimedia.org/wiki/WikiConvention_francophone/2024/Programme/Quelle_proc%C3%A9dure_pour_ouvrir_ou_fermer_un_projet_%3F &lt;nowiki&gt;[3]&lt;/nowiki&gt;] Wikinews was the leading candidate for an evaluation because people from multiple language communities proposed it. Additionally, by most measures, it is the least active Sister Project, with the greatest drop in activity over the years.

While the Language Committee routinely opens and closes language versions of the Sister Projects in small languages, there has never been a valid proposal to close Wikipedia in major languages or any project in English. [[:c:File:Sister Projects Taskforce Wikinews review 2024.pdf|Initial metrics]] compiled by WMF staff also support the community's concerns about Wikinews.

Based on this report, SPTF recommends a community reevaluation of Wikinews. We conclude that its current structure and activity levels are the lowest among the existing sister projects. SPTF also recommends pausing the opening of new language editions while the consultation runs.

SPTF brings this analysis to a discussion and welcomes discussions of alternative outcomes, including potential restructuring efforts or integration with other Wikimedia initiatives.
